HSE Policy
Effective: January 2025 | Review due: January 2027
1. Our Commitment
PowerCraft MEP Contracting LLC is committed to providing a safe and healthy working environment for all employees, subcontractors, clients, and members of the public who may be affected by our operations. Our fundamental belief is that all accidents and occupational illnesses are preventable.
We are equally committed to minimising our environmental impact — including waste generation, air quality, noise, and water use — on every project we deliver. HSE is not a compliance box to be ticked; it is a core part of how we work.
2. Policy Statement
It is the policy of PowerCraft MEP Contracting LLC to:
- Comply with all applicable UAE federal and local HSE legislation, regulations, and authority requirements, including those set by Dubai Municipality, DEWA, Dubai Civil Defence, and Trakhees.
- Identify, assess, and control hazards and risks on every project site before works commence, and on an ongoing basis throughout the project lifecycle.
- Provide adequate resources — equipment, training, supervision, and time — to enable all works to be carried out safely and without harm.
- Consult with our workforce on HSE matters and involve them in the identification and resolution of safety concerns.
- Report, investigate, and act on all incidents, near-misses, and unsafe conditions with transparency and urgency.
- Continually review and improve our HSE management system to raise standards across all operations.
- Ensure that all subcontractors and suppliers working on our projects comply with our HSE standards as a condition of engagement.
3. Responsibilities
Senior Management is responsible for setting HSE policy, allocating resources, and demonstrating visible leadership commitment to a safe working culture at all levels of the business.
Project Managers and Site Engineers are responsible for implementing this policy on their projects — conducting risk assessments, maintaining safe work areas, ensuring PPE compliance, and enforcing HSE rules without exception.
Site Supervisors and Foremen are the first line of HSE defence. They are responsible for daily toolbox talks, hazard identification, permit-to-work management, and immediate corrective action when unsafe conditions are observed.
All Employees and Workers are responsible for following all HSE procedures, using provided PPE correctly, reporting hazards and near-misses immediately, and never performing work they believe to be unsafe without first raising the concern with their supervisor.
4. Key HSE Standards on PowerCraft MEP Sites
- Personal Protective Equipment (PPE): Hard hats, safety boots, high-visibility vests, and safety glasses are mandatory on all active work sites at all times. Task-specific PPE (harnesses, gloves, respiratory protection) is provided as required by risk assessment.
- Working at Height: All work at height above 1.8 metres requires appropriate fall protection — scaffolding, MEWP, or full-body harness with appropriate anchor points. No improvised ladders or unsecured platforms.
- Electrical Safety: All live electrical work requires an authorised permit to work. Lockout/Tag-Out (LOTO) procedures are enforced on all electrical isolation activities. Unqualified personnel are prohibited from electrical works.
- Confined Spaces: All confined space entry requires a written permit, continuous atmospheric monitoring, a trained standby person, and rescue equipment on site.
- Lifting Operations: All crane, forklift, and mechanical lifting operations require a lift plan and trained, certified operators and banksmen.
- Hot Work: All grinding, welding, cutting, and burning activities require a hot work permit and fire watch for at least 30 minutes after completion.
- Housekeeping: All work areas must be kept clean, tidy, and free of trip hazards. Material storage must not obstruct emergency exits or fire fighting equipment.
5. Incident Reporting
All incidents — including near-misses, first-aid events, injuries, property damage, and environmental releases — must be reported to the site supervisor immediately and formally logged within 24 hours using our incident reporting system.
Serious incidents, fatalities, or significant environmental releases are reported to the relevant UAE authority (Dubai Municipality, MOHRE, or Civil Defence) in accordance with applicable law.
PowerCraft MEP operates a strict no-blame reporting culture. Workers who report hazards or near-misses in good faith will not be penalised. Concealment of incidents is a serious disciplinary matter.
6. Environmental Commitments
We are committed to the following environmental practices on all projects:
- Proper segregation, storage, and disposal of construction waste in compliance with Dubai Municipality waste management regulations.
- Prevention of any discharge of construction chemicals, concrete wash-out, or wastewater into sewer systems or open ground.
- Minimisation of dust and noise impact on adjacent properties through appropriate controls including hoarding, water suppression, and restricted working hours.
- Preference for suppliers and products with lower environmental impact where quality and cost requirements are met.
- Reduction of single-use plastics and unnecessary packaging waste across site operations.
7. HSE Training
All PowerCraft MEP employees and subcontractor workers complete site induction training before commencing work on any project. Trade-specific safety training, first-aid certification, and regulatory competency cards (e.g., scaffold inspection, plant operation) are maintained current and verified before assignment to relevant tasks.
Daily toolbox talks covering relevant hazards are mandatory across all PowerCraft MEP sites. Records are maintained and available for client and authority inspection.
8. HSE Performance Monitoring
We measure our HSE performance against the following key indicators:
- Total Recordable Incident Rate (TRIR)
- Lost Time Incident Rate (LTIR)
- Near-miss reporting frequency
- HSE inspection scores (internal and client-led)
- Percentage of workers with valid trade safety cards
Performance data is reviewed monthly by project managers and quarterly by senior management. Corrective actions are tracked to closure.
9. Review and Improvement
This HSE Policy is reviewed every two years, or sooner following a significant incident, change in legislation, or substantial change in our operations. The current version supersedes all previous PowerCraft MEP HSE policy statements.
Suggestions for improving our HSE performance are welcomed from all employees, subcontractors, and clients at any time.
